The Absolute Essentials
You'll find it hard to create any project without these! A tape measure, scissors, weeder and scraper are a must-have in your box of basics

Highly Recommended Additions
A lint roller to catch weeded bits of vinyl keeps the chaos from spreading too far afield, while a craft knife can be extremely helpful dividing difficult-to-weed areas into smaller, more manageable sections. And I like using alcohol wipes to ensure the surface of my blank is completely clean and smooth, to make sure my vinyl will adhere properly.

Some Bonus Items
A paper cutter is very useful for several applications, but you can always fall back on scissors to do the same job, so I don't classify it as an essential. To me, the often-recommended spatula tool is useless, since the scraper I already have does the same job. Depending on what you plan on using your Cricut for, a scoring stylus can be extremely handy if you make a lot of papercrafts.
One little tip
Start small, with just the very basics, and see what you feel you are lacking after making several projects - that should highlight accurately what you need, so you don't waste money and storage space on extra stuff.
